This position is located onsite at the Naval Air Systems Command (NAVAIRSYSCOM) in Patuxent River, Maryland. The candidate will provide project management and technical analytical support for a complex, multi-faceted Information Technology acquisition program focused on aviation mission planning. Responsibilities include participating as a member of a project Integrated Product Team; drafting and updating acquisition and contracts documentation, including Statements of Work (SOWs), Contract Data Requirements List (CDRLs); managing processes to achieve contracting deadlines; assisting in the development of cost estimates, business case analysis, and spend plans; facilitating coordination and communication between multiple program offices and acquisition efforts; assisting in defining, documenting and tracking system and sub-system requirements; assisting in identifying and defining process improvements to increase the frequency and improve the quality of capabilities delivered to the Fleet; defining documenting, and tracking program risk; collecting, organizing and interpreting technical data related to aircraft mission planning products; developing and analyzing program/project status to measure and track progress against planned schedules / milestones; analyzing and managing budgets and contracts to ensure successful program execution.
Education/Experience: A bachelor's degree from an accredited college or university in a related field, and ten (10) years of experience, or a master’s degree and eight (8) years of experience is required. A total of Fourteen (14) years of experience is required without a degree. A tour as a tactical aviation squadron mission planning officer or mission planning project officer is acceptable to substitute for equivalent amount of experience. Tour(s) at a test squadron, a Weapon School Graduate, or a Squadron Tactics Instructor is highly desired. A tour as a squadron mission planning officer or mission planning project officer also highly desired. Defense Acquisition University certification of LVL II or higher in Program Management and/or Systems Engineering is desired. Previous Navy or Marine Corps aviationexperience is desired. The ideal candidate will have a mixture of DoD software acquisition experience and tactical aircraft.
Knowledge, Skills and Abilities: Candidate must be able to prioritize multiple tasks and manage a diverse workload while meeting work-product delivery deadlines. Demonstrated oral and written communications and organizational skills are a must for this position. Periodic travel is required. A current Top Secret clearance with an investigation date less than six years old is required. Knowledge of the DoD acquisition processes and associated documentation outlined in SECNAV, DoD, and NAVAIR Instructions is desired. A working understanding of software development and integration is a significant asset.
